She treats absence, limited mandates and uncertainty as political facts rather than inconvenient blanks. After the western explosion she insists that the black mark be recorded without treating it as proof of authorship.
Use the established Organiser likeness only as a character concept. Stronger chapter art would show the assembly, working groups or blast aftermath rather than another heroic portrait.

Amel Ryn
Runs the food tables, proposes a practical meals-served count, helps direct evacuation after the blast and returns immediately to the question of whether food service continues. She is operationally central without becoming the assembly's leader.
Serving table, delivery records and the market speaker distinguish her from Nara; avoid a duplicate organiser portrait.

Pera Sol
Reads district mandates, keeps the booth records, preserves the first photographs of the black mark and records the explicit uncertainty about who painted it. Her role remains custody and communications, not omniscient authentication.

Davit Sorn

Accompanies Marian, keeps timing and procedure exact, and later works beside custodial legal clerks on unresolved transfer questions. Her broken shoe is the mundane reason Marian leaves before the blast.

The Black Mark on the Wall
A black circular mark is photographed on the wall before the explosion and later associated publicly with the black seal. Its presence is established; who painted it and whether it identifies the attacker are not.
Documented wall mark with scale/context and later plain-board covering. Do not stylise it into an official faction logo or attribute it to Ostrog.

The Eleven Names
After the death count stabilises at eleven, the confirmed names are written on a plain board covering the recorded black mark. The board becomes a memorial while debate continues over whether and where the assembly should meet again.
Supports several different task types at one Place but makes over-centralisation costly; no single Figure gains automatic authority over all groups present.
Open design question: Use existing capacity/occupancy limits rather than adding a parliamentary minigame.
Records an observed association without identifying authorship. It can support a later investigation effect but cannot by itself name or control a culprit.

The western explosion kills eleven confirmed people by midnight, including Seben Roe. Do not inflate the casualty count without later evidence.
The black wall mark is documented as present before the explosion. That does not prove who painted it, who ordered the attack or that the black-seal network caused it.
No evidence here identifies Ostrog, vindicates the custodians, implicates Marian, or links the attack to the maker of the false Graham recording.
Marian leaves before the explosion because Ansel's shoe splits and they seek a car; rumours of advance warning are false within the chapter's evidence.
Chapter 14 must inherit a city shaken by the attack and a civic assembly whose procedures are damaged but not erased.
